Parish Council Meeting 5/9/2005

Pailton parish council held its monthly meeting at the village hall on Monday 5th. September.

Four parish councillors were present with the county councillor and 5 members of the public in attendance.

During the open part of the meeting residents complained of blocked drains causing flooding during recent rain storms. Cllr Gillias had already reported earlier problems with blocked drains and resolved to raise it at the forthcoming meeting of the Rugby Area Committee.

Mrs Morris-Jones reported that the representative of WREN, the funding group that had provided money for the refurbishment of the village hall, had visited the hall to inspect the work and commended the chairholder,

Clair Parfrey and her committee on the standard of the work that had been carried out.

Residents expressed their satisfaction at the impressive refurbishment of the war memorial and thanked Cllr Gillias for his active and dedicated efforts in arranging the work.

Cllr Mrs Moss reported that members of the public had expressed a requirement for a disposal point for plastics. It was also pointed out that the Parish plan survey had indicated a general demand for more recycling facilities.

Following discussions at the previous meeting Cllr Gillias advised that a recent disturbance caused by late-night fireworks had been attributed to a manufacturer testing their products at the area of the lake. It was agreed that any further offence caused by using fireworks after 11pm would be notified to the police.

The council were pleased to learn that the white van which had previously been parked at a dangerous part of Rugby Road had now been parked elsewhere.

Cllr Gillias has offered to approach RBC with the recommendation that the street cleaning of neighbouring villages be undertaken as a continuous task on the same day in order to economise on journeys from base.

The Countryside Agency has issued a map showing registered common land and open country around the village.

Rugby Volunteer Centre has a 7 seater minibus for use in rural areas for which details will be published on the notice board and on the parish website.

The County Council Emergency Planning Unit has issued details of the Pailton Emergency Plan which will be displayed on the web site.

RBC is again offering daffodil and crocus bulbs and it was agreed to accept 300 crocus bulbs. Saplings for the playing field are expected to be issued in the autumn.

The planning application by Coventry Airport now seeks increased parking capacity. After discussions the council agreed to support Bagington and other villages in opposing the airport proposals.

Following a complaint from a resident about the condition of a local footpath the council agreed to join the county council’s P3 Footpath Scheme if conditions seem favourable.

RBC has published the results of the ‘Pride of Place’ scheme in which Pailton received an adverse grading on account of litter, poor street lighting, weeds in the road, poor road surface, potholes and poor drainage.

The chairman reported progress in the preparation of the file to obtain quality status, some evidence has yet to be collated. It was agreed that in-house training which is available to councillors to assist them in this work be undertaken at an early date.

Work on the Parish Plan is progressing well, analysis of surveys is being carried out by Warwick Network Ltd.

Traffic calming in the village has been improved by the addition of 3/2/1 markers on Coventry Road and Lutterworth Road.

Final touches to the renovation of the war memorial will be carried out soon. New tarmac paving will be laid around the memorial including a dropped kerb and an engraver will put the additional name on the memorial. A dedication ceremony is to be held in the near future.

Village Trust

The Village Trust committee held a meeting at the village hall on 12th September at which the forthcoming ‘Live and Local’ production of ‘Dr Teeth Big Band’ was discussed, tickets are selling well and the committee is looking forward to a very enjoyable evening. This is the first of three ‘Live and Local productions to be held during the coming season.

New equipment for the playing field was discussed, available equipment is to be investigated and funding applied for. It is hoped to have new items in place by next summer.
The committee noted the many comments in the Parish Plan survey regarding further improvements to the village hall and playing field. All wishes of the residents will be considered and carried out wherever possible as soon as resources and finance will allow.
