Annual Parish Meeting

The Annual Parish Meeting was held on Monday 8th May 2006 in the Village Hall. The minutes if the previous meeting were approved.

Village Trust treasurer, Tony Grimshaw, reported on a successful financial year, presenting accounts which had been examined by Mr. Dick Moss. The Chairman thanked Mr. Grimshaw for his report and also thanked the members of the Trust for their hard work during the year.

The Chairman, Alan Parfrey, then gave his report mentioning the very enjoyable entertainments held in the hall and a very successful fete in July. He thanked John Cunliffe for his work on the excellent village web site.

Complaints have been received about the sweeping and maintenance of the roads, quotations are being sought for this work to be carried out in a more satisfactory way.
No concerns have been raised over the increase of licensing hours at the White Lion or the Ex-Servicemen’s Club. There has been a reduction in anti-social behaviour in the village.

The Chairman reported that the parish council is delighted at being awarded ‘Quality Status’, this increases the council’s influence when negotiating matters with the Rugby Borough Council.
The Parish Plan is near completion. A 67% response clearly showed the high level of commitment of the residents towards this undertaking.

The Chairman thanked retiring councillors, Mrs. Ann Moss and Mrs. Joy Gould for their hard work over many years. He also thanked the other councillors for their service during the past 12 months. A special thank you went to Cllr Tony Gillias for his dedication and enthusiasm in achieving the renovation of the War Memorial and the village centre, especially for organising the re-dedication service, inviting ex-servicemen and families of those named on the memorial and attracting a large crowd of residents of Pailton and surrounding villages, the event culminated in the flypast of a Spitfire fighter which added considerable lustre to the memorable occasion.

Members expressed their sympathy to the family of John Gray who died recently following a traffic accident near the village.

Thanks were extended to County Cllr Phillip Morris-Jones for his regular attendance at meetings as representative of the WCC. Cllr Morris-Jones is at present in hospital following an industrial accident, the members wished him a speedy recovery.

Parish Council Meeting

The parish monthly council meeting followed the annual meeting at 8pm.

Cllr. Alan Parfrey was elected as chairman and Cllr. Tony Gillias was elected as vice-chairman.

Following the resignation of two of the councillors, Dr. Mark Barnett and Mr. Damon Swindell were nominated and accepted by the meeting as members of the council.

To date no grass has been cut in the village. The WCC and the RBC are to be asked to fund this work which can then be organised by the parish council.

Mr. Moss reported that 12 village gardens will be open to the public on 18th June 2006 as a fund raising event for St. Denis Church.

The Clerk has attended a meeting of Warwickshire Police to discuss the PACT scheme (the Police and Community together). This will be discussed at a future meeting.

The WRCC has provided a grant of £1,893.75 towards the parish plan expenses.

Entry forms for Rugby in Bloom can be obtained from the Clerk.

The Local Channel website has made a request to link to the parish council’s website to increase its availability.

The improvement to the war memorial has resulted in a small increase in the council’s insurance payment.

Solicitors for Coventry Airport have forwarded proposals for aircraft routes to and from the airport avoiding nearby cities and towns. This map will be circulated.

The parish council’s notice on the village board is to be updated to include the new councillors and re-allocation of duties.

A request for photographs of the re-dedication of the war memorial is to be included in ‘Round the Revel’. These photographs will be used for a display of the event.
There being no other business the meeting closed at 9.15pm.

Pailton Village Trust

Pailton Village Trust held its AGM at the village hall on Monday 15th. May.

Because the chair holder, Mrs. Clair Parfrey had resigned during the year the report was given by other members. The vice-chair Mrs. Maria Swindell reported on the activities in the hall. There is an increase in regular bookings for the hall, the Little Revellers Toddler Group, the Friendship Club, a Keep Fit group, Karate Club, Weightlifting group and the Patchwork group all enjoy the refurbished facilities at the hall, there are also bookings for private parties.

It was decided by the meeting that due to increase in lighting and heating costs the hiring fees would have to be increased to £5 per hour for the regular users, there will also be an increase for party givers. An unexpected expense had resulted from repairs to the floor and underlying brickwork which cost £1,600.

The secretary, Mrs. Helen Cunliffe gave a report on the playing field. A working party had recently erected a goalpost at the field which was already proving very popular with younger villagers, and planted some hawthorn slips to improve the hedging.

Grants worth £12,000 have been raised for the provision of a multiplay system, a further grant has been applied for to complete the scheme.

The treasurer, Tony Grimshaw reported on a successful year but pointed out that the hall lettings were not covering basic costs of maintaining the hall, this had been discussed by the meeting earlier.

The ‘Live & Local’ shows held at the hall during the winter months did not make a profit but proved very successful socially. More performances are to be booked for the coming season.

The election of the committee followed. The elected officers for the coming year are Chair holder Maria Swindell, Vice-chair Gill Berridge, Secretary Helen Cunliffe, Treasurer Tony Grimshaw. Maria Swindell will continue to organise the village hall bookings. Committee members are Patricia Barnett, Zoe Baxter, Julie Blogg and Joanna Morris-Jones.

The meeting closed at 9pm. The next Trust committee meeting will be held on Monday 22nd May in the hall at 8pm.
