The monthly meeting of the parish council was held on Monday 5 June in the
village hall. 5 councillors were present with 4 members of the public in attendance.
During the open part of the meeting Helen Cunliffe reported on the work of
the Village Trust which had welcomed three new members at the recent AGM.
The playgroup which meets in the hall twice a week are to use a grant they recently obtained to relay the concrete slabs at the rear of the hall to provide an outdoor play area. A working party will meet on 22 July to carry out the work.
The Village Trust will organise a children’s competition for the ‘Open Gardens’ event on June 18 and plan more ‘Live & Local’ entertainments in the autumn.
Grass cutting throughout the village was discussed with particular concern shown at the condition of the playing field. Cllr A. Gillias has talked to the contractor who has agreed to cut the Grass in the playing field and the footpath to Monks Kirby.
The oak bench previously placed by the memorial is at present in storage. A proposal to re-site it on the grassed area opposite the memorial is to be discussed further at the July meeting.
Local parish councils have been asked to examine the recently issued Warwickshire Advisory Lorry Route Map in preparation for a review to take place in about a year’s time. Councillors were also advised to comply with Equality Legislation, Race Relations Act 1976, Disability Discrimination Act 1995 and the Gender Recognition Act 2004.
Rugby Borough Council is carrying out a strategic review of the council’s garage sites with the intention of using some of them to provide sites for affordable housing. Members agreed that the number of garages in Pailton were not suitable for such a development.
Rugby Borough Council has set up a grant to provide funding for new capital spending schemes. Applications should be submitted by 28 July for consideration by the RBC in September.
No progress has been made in finalising the parish plan. Cllrs Damon Swindell and Mark Barnett agreed to join the steering group. The chairman agreed to arrange an early meeting.
A representative of the parish council is to attend the police PACT meetings which will be held regularly when fully established, a PCSO will be allocated to Pailton and other rural villages.
Cllr M Barnett reported that farm waste was again being dumped on ground at the rear of St Denis View. Sean Lawson (RBC) is to be invited to the July meeting to talk on Environmental Crime.
Cllr M Hodge has agreed to become the village correspondent for Round the Revel.
Following the change of personnel on the parish council there was a new allocation of councillor’s responsibilities. Cllr D Swindell will be in charge of footpaths, Cllr M. Barnett will be responsible for planning matters, Cllr M Hodge will supervise drains and grass cutting. The chairman Cllr A Parfrey will attend to youth issues, the clerk Mr R Candelent will report on streetlights.
Cllr A Gillias had requested better lighting for the two chicanes but WCC declined to take action. He agreed to pursue the provision of half reflectors on the lighting columns to improve better illumination and a double height kerb at the Coventry Road chicane to increase safety. Cllr Gillias will discuss these matters with the Rugby Area Committee.
