The parish council held its monthly meeting at the village hall on Monday 3rd July with all parish councillors present and the county councillor and 4 members of the public in attendance
The meeting commenced with a talk by Mr. Shaun Lawson, the Senior Environment Officer of Rugby Borough Council, on environmental crime including, fly-tipping, dog fouling, graffiti and depositing of litter. He outlined the powers vested in the Borough Council to combat these problems and distributed a document to be used as a witness statement by residents willing to assist in the prosecution of offenders. During the open part of the meeting a resident of Brookside Avenue mentioned that the spraying of weed killer by WCC was inadequate because the green in the Avenue had been omitted.
Helen Cunliffe, secretary of the Village Hall Trust committee presented the minutes of the meeting held on 26th June. She reported that a working party would assemble on 22nd July to re-lay the slabs at the rear of the hall. Helen reported that a newly engaged cleaner had already commenced her duties. A decision on the age range for the proposed youth club was yet to be made.
A discussion arose on the playing field which resulted in a proposal that it should be levelled, topsoil added and reseeded if a grant could be obtained to fund the costs. It was agreed that the playing field and its hedges should form part of a grass-cutting contract for the whole of the village area.
Matters arising from the previous meeting mentioned the damage caused to the area surrounding the war memorial by heavy vehicles turning around at the village centre. WCC Highway Dept. will be asked to inspect the damage. The oak bench which was formerly sited alongside the war memorial is to be transferred to the playing field.
Duties allocated to individual councillors will designate Cllr M. Barnett to be responsible for the village notice board and for displaying photographs of the parish council members together with their duties.
It was reported that Mr Kevin Nugent WCC Highways Dept will visit the two chicanes in the village to see if improvements can be made to their illumination. WCC has requested recommendations for improvements to the local bus service for which advice will be sought from Mr Denis Bilson who previously served as parish council representative on the local passenger transport panel.
The WCC Emergency Planning Unit has issued a draft copy of the Pailton Emergency Plan for the attention of new councillors. The chairman, Cllr A. Parfrey, agreed to take charge of the Emergency Committee which would benefit from his position with the Coventry & Warwickshire NHS Ambulance Trust. It was reported that the emergency stock of blankets is still stored upstairs at the village hall.
A letter has been received from Cty Cllr P Morris-Jones explaining the opportunities for funding from the Rugby Area Committee ‘Community Development Fund’ also a grant from the County Council ‘Capital Funding for Transport 2007/08’
A report on the Pailton Parish Plan indicated progress with the Housing Needs Survey and the near completion of the Village Design Statement. It is hoped to have the completed draft document finished by the meeting of the working party on 21st July for submission to the Borough Council
The forth coming meeting of the County Council Rugby Area Committee was announced for 13th July at which Borough Councillor A. Gillias would ask a question about the necessity for seat belts on school buses and Borough Councillor N. Campbell would ask a question about the slow progress in limiting heavy vehicle movements through the Fosse villages.
During ‘other business’ a discussion arose over the report received from Bitteswell parish council who are concerned about the proposal to enlarge Magna Park in an eastwards direction. The parish council agreed that any expansion would have an impact on the Fosse villages on account of increased traffic. It was agreed that Cllr Barnett would write a letter of support to Bitteswell parish council and ask to be kept informed of further development.
